Pennsylvania Department of Transportation reminds motorists that they must allow at least 4 feet when passing a bicyclist on Pennsylvania roads.
Cyclists can ride on the shoulder, but they're also permitted to use the right-most travel lane. In this case, it's legal to cross the double yellow lines in your vehicle once you can see that it's safe to pass.
